A MANDATORY Pre-Submittal Conference will be held on TUESDAY JUNE 24, 2025 at 10:00am (local time). Offerors may choose to attend in person at the offices of the Charleston County Aviation Authority, 5500 International Blvd, Main Terminal – 3rd Floor, North Charleston, SC 29418 or by contacting Carrie Stanley at ccaaprocurement@iflychs.com no later than 24-hours in advance of the scheduled time for teleconference instructions.

Immediately following the MANDATORY Pre-Submittal Conference, the Authority will host an OPTIONAL site tour. Proposers must notify Carrie Stanley at ccaaprocurement@iflychs.com of their intent to participate in the site tour and provide a list of attendees no later than 5:00pm (local time) Tuesday June 10, 2025. Persons who do not register for the site tour will not be permitted to participate.

Any questions, requests for clarification, or general communication concerning this Request for Proposals (RFP) should be directed in writing via email to Carrie Stanley, Procurement Administrator at ccaaprocurement@iflychs.com. All such requests must be received prior to FRIDAY JUNE 27, 2025 at 5:00pm (local time). The Charleston County Aviation Authority will not be responsible for any oral instructions, interpretations, or explanations. Said Notice can only be changed by formal written Addendum which, if issued, will be delivered via email to those firms who have registered as downloading the RFP documents.

The Authority will not consider exceptions or requests to modify material terms and conditions (i.e., general conditions, indemnification, insurance, and governmental requirements).

The Authority is soliciting competitive Proposals because it has determined that such a process best serves the interests of the Authority and the general public. The Authority reserves the right to reject any or all Proposals, to advertise for new Proposals or to proceed to have the services performed otherwise. During the evaluation process, the Authority reserves the right where it may serve the Authority’s best interests, to request additional information or clarification from offerors or to allow corrections of errors or omissions. Additionally, at the Authority’s sole option, it may contract with one or more firms to perform services from among the respondents to this RFP, and award work among selected firms as the Authority sees fit.

Receipt of Proposals shall not in any way obligate the Charleston County Aviation Authority to enter into an agreement of any kind with any Proposer. There is no expressed or implied obligation for the Authority to reimburse responding firms in any manner for expenses incurred in preparing the submission of this Request for Proposal or any later solicitations.

Proposal Forms, including any and all attachments thereto, shall become the property of the Authority upon receipt by the Authority. The Authority shall have the right to copy, reproduce, publicize, or otherwise dispose of each Proposal in any way the Authority selects. The Authority shall be free to use as its own without payment of any kind or liability, therefore any idea, scheme, technique, suggestions, layout, or plan received during the Proposal process.

There is no expressed or implied obligation for the Authority to reimburse responding firms in any manner for expenses incurred in preparing the submission of the Request for Proposal or any later solicitations. The Authority shall be free to use as its own, without payment of any kind or liability thereof, any idea, scheme, technique, suggestion, layout, or plan received during the review and proposal process.

The Charleston County Aviation Authority is subject to the South Carolina Freedom of Information Act (FOIA). All information, data, documents, and material submitted shall be handled in accordance with the South Carolina FOIA Statute. Any proprietary information, data, documents, and material that the Proposer wishes to remain confidential (to the extent allowed under FOIA) should be clearly identified in the proposal; however, such identification does not guarantee its confidentiality. The Proposer may be required to intervene in any public records request in order to protect its rights to confidential or proprietary information, however, the Corporate Counsel for the Authority will make the final determination as to whether the information, even if marked “confidential,” will be disclosed pursuant to a FOIA request or valid subpoena.
